TSC Set to Begin Promotion Interviews to Fill 19,943 Teaching Vacancies

The Teachers Service Commission (TSC) is set to commence promotion interviews in various sub-counties, targeting 19,943 promotion vacancies that were recently declared. The interviews will start on Wednesday, January 15, 2025, as part of TSC's roadmap for promoting teachers.

Invitation for Interviews

TSC has already invited the shortlisted teachers to collect their invitation letters for the upcoming interviews. These vacancies, which include promotions from job group C1 to job group D4, were advertised after the commission received an allocation of Ksh 1 billion from the Treasury.

On December 17, 2024, TSC announced the positions and encouraged teachers to apply online. Both primary and post-primary school teachers were eligible to apply. The deadline for applications was set for December 30, 2024, at midnight.

Requirements for the Interviews

Teachers who had previously applied for promotions between November 12 and November 18, 2024 under Advert 1 to 4 of 2024 were also advised to reapply. Shortlisted candidates are required to bring several documents to the interviews, including:

  1. National Identity Card (ID)
  2. Original academic certificates
  3. Teacher Performance Appraisal and Development (TPAD) reports for the last three years
  4. Appointment letters for current positions
  5. Proof of any acting positions (if applicable)
  6. Disability membership card (if applicable)

Successful candidates must submit five documents in compliance with Chapter 6 of the Kenyan Constitution on leadership and integrity. These documents include:

  • Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI)
  • Clearance Certificate from the Higher Education Loans Board (HELB)
  • Tax Compliance Certificate from the Kenya Revenue Authority (KRA)
  • Clearance from the Ethics and Anti-Corruption Commission (EACC)
  • A Clearance Certificate from an approved Credit Reference Bureau (CRB)

Controversy Surrounding Acting Roles

Teachers have raised concerns over the commission’s decision to lower the acting period for promotions to six months, fearing this will lead to undeserving candidates being promoted. TSC data reveals that over 3,300 school heads and deputies are currently serving in acting positions, and the commission plans to confirm them in January 2025.

Teacher Shortages

TSC has highlighted the ongoing shortage of teachers qualified for leadership positions, particularly for headteachers and principals. According to TSC data, 1,918 primary schools and 1,441 secondary schools lack a head of institution.

Documents Required During Promotion Interviews

Teachers attending the promotion interviews should bring the following documents, based on the type of vacancy:

  1. Original National Identity Card (ID)
  2. Original academic certificates (KCSE, PTE, Diploma, and Degree certificates)
  3. Appointment letter to current grade
  4. Latest payslip
  5. Most recent promotional letter
  6. Letter assigning responsibility as HOI/DHOI
  7. TPAD reports for 2021, 2022, and 2023
  8. Any other relevant testimonials

Documents to Present After the Promotion Interviews

After successfully completing the interviews, teachers must provide the following:

  1. Valid Certificate of Good Conduct from DCI
  2. Clearance Certificate from HELB
  3. Tax Compliance Certificate from KRA
  4. Clearance from EACC
  5. Clearance Certificate from an approved CRB

TSC has declared 19,943 promotion vacancies across various teaching levels, including:

  1. Chief Principal (Regular School) – 44 vacancies
  2. Chief Principal (TTC) – 3 vacancies
  3. Senior Principal (Regular School) – 126 vacancies
  4. Principal (Regular School) – 652 vacancies
  5. Deputy Principal I (TTC) – 3 vacancies
  6. Deputy Principal II (Secondary School) – 786 vacancies
  7. Senior Master IV – 2,221 vacancies
  8. Deputy Headteacher II (Regular Primary School) – 3,653 vacancies
